of Post Office Ordinance No.6 of 1900 which is to all

intents and purposes the same as Section 56(2) of the Post Office Act, 1908 (Compare paragraph 12 of the C.D. C.memorandum 106 C.Secret on 10884/14). This provision of course although it enables letters passing through the post to be detaine does not impose any penalty upon persons who carry letters out of the Colony with- out giving the censor an opportunity of seeing them. The offence committed, if any, would be in this country that of communicating or endeavouring to communicate in formation likely to be of assistance to the enemy.
